Bilen Yusuf, 12, poses for a photograph in her home in Gursum Woreda, Bombass district (Kebele), Somali Region, Ethiopia, 23 January 2015. Biden went through a Female Genital Mutilation (FGM) type known as Sunna-circumcision, last year which led to her mother being sued by the woreda Bureau of Women, Children and Youth Affairs (BOWCYA) for arranging the act without notifying the office. Though FGM is illegal by law, Sunna-circumcision still takes place in the Somali region because it is considered as a religious requirement by many. It is however, monitored by people from the BOWCYA office so that the circumcisers, upon the request of parents, would not cut to low or attempt Pharaonic circumcision, which is a very severe form of FGM. Pharaonic circumcision or infibulation, refers to the removal of all external genitalia and the sewing of the remaining parts of outer lips, only leaving a small hole for urine and menstrual flow, whereas Sunna-circumcision is the excision of all or part of the clitoris.
