A kid gets dressed in a traditional Japanese kimono

I am on a delightfully wooded path through a forest path on a nearly twenty minutes walk to the Meiji shrine in Tokyo, Japan.. On a slight lay-by on the walking I saw this scene. Here a kid gets herself dressed in a traditional Japanese kimono There was some kind of a function going on. The kid- apparently not Japanes but was being being dressed in a traditional kimono. The reasons for my believing that there was a function on hand are the people dressed to the nines in suits and who are also dressing her, the red costume umbrella in the background and a photographer who was on hand as well.
