Photo by Zena Brabazon who tells me there's usually a bag or two next to this parking meter.

I have a photoset called Litter bins as pick-up points. And I can see an odd sort of logic if someone assumes it's - kind of - okay to dump rubbish near a litter bin because they know a cleaner will come by sooner or later to empty the bin.

But parking meters?

Maybe a few people just want a handy nook - a little corner where they can leave their droppings.
