Clearing dumped rubbish across the street

I took both photos on this page on 19 April 2018. The pavement outside 7 White Hart Lane is a regular dumping spot.

At 10:20 a.m. I saw the trash shown below.

An hour later, before I had time to report it, I walked past again on my way home and snapped the photo above. Staff from Veolia - Haringey's waste contractors were clearing the mess into their truck.

Credit to them battling against a culture of dumping. But plainly there's been a chronic problem here for over ten years at minimum. It needs preventing, not endlessly cleaning garbage off the pavements.
