Organizing public events like this takes a lot of planning, communication and coordination, leadership and effort, not to mention expense. And to get busy people to spend their limited free time here instead of home or doing other things also requires some effort by organizer and those attending.

The fall outdoor series of speeches, amateur performances by school and community ensembles, games and foods all are ways to encourage people to mingle and see acquaintances or friends, or to meet new people. Perhaps this display of community culture is meant to reference the national holiday of November 3, Culture Day (bunka no hi). But since the weekend offers many people, including students, some free time, these events were scheduled on Sunday, Nov. 5. [flickr data and EXIF show the panorama stitch date, not the event date]
