It is understandable to look for potential partners to study and implement the right energy system that is dearly needed in Djibouti. We have many options and resources to use but do not have sufficient financial resources as usual. But, they do not seem to worry that the right time is NOW and not tomorrow or after all machinery is down.
Even this minister makes me shake my head is shame. How a Ambassador becomes a Minister of Energy and decide to make allies and partners when he couldn’t do a simple diplomatic job in China. Not surprised!
It’s been years that they are trying to get a partner with highest portfolio and highest return with MINIMUM WORK INPUT. Nerveless, there is many Djiboutian available in Djibouti rotting in some office or street trained to conduct the study.

Ideally, Djibouti would also like prospective investors to foot much or most of the bill for costly-and relatively risky-feasibility studies to evaluate potential projects.

Like I said: HIGHEST INVESTMENT PORTFOLIO from foreigner, MINIMAL NATIONAL INVESTMENT, HIGHEST RETURN OF INVESTMENT (even though they do not want to spend) and Minimal human resources lookup or work input. As if we are never qualified to do our work.

As Djibouti's renewable resources look more and more lucrative, the GODJ may well succeed in negotiating these kinds of arrangements. However, as its own energy needs become daily more acute, the GODJ may also become more willing to put up what capital it can-alongside its contribution of the raw resource-in order to assure that projects come to timely fruition. Of course, the Americans look for the security of their assets and investments. However, they are even questioning the government of Djibouti agenda behind their request for investments and assistance from partners.
