IOG in Addis Abbeba got the message that he is not allowed to change the constitution to retain the power.
This is the same message given to kadhafi who wanted to stay in power and was relectant to pass it over to malawi the africa union presidency.
IOG will come back to djibouti and will have to declare Dileta as the candidat for the RPP.
IOG left it too late and got it so wrong!!!

This is what happen in Addis and what it has been told

In his address to the conference, Ban expressed concern about what he called a recent resurgence of "unconstitutional" power changes in Africa and rapped attempts by incumbents to change the law in order to help them stay in office.

"The resurgence of unconstitutional changes of government in Africa is a matter of serious concern," said the UN secretary general.

"We must also guard against the manipulation of established processes to retain power."

you never been in school or what!!!! :P

Guelleh was born in Dire Dawa, Ethiopia.[1][2] In the late 1960s, Guelleh migrated to Djibouti before finishing high school. He later joined the police, becoming a junior non-commissioned officer. After Djibouti became independent, he became head of the secret police and chief of the cabinet in the government of Hassan Gouled Aptidon. He received training from the Somali National Security Service and then from the French Secret Service, and was intended to become his uncle's successor. "The key to Guelleh's success is the skillful way in which he has played the cards in his strong hand", according to PINR. "As the head of Djibouti's security agency under his uncle's regime, Guelleh gained an intimate knowledge of the country's political forces and has used it to practice a politics of divide and rule, supplemented by repression and intimidation when expedient."[2]

Wanabe Diplomat:

So the question is...Was he an ethiopian citizen: yes or no?

Reminder: Dire Dawa is in ethiopia in case you forgot geography and many like him migrated to be part of Djibouti as well. They are djiboutian but few as well are by heart.

now, it's up to answer to the question without copying and pasting your honest answer automatically?

Diplomat101,
I think you should clarify one thing out here! IOG was (himself) born in Dire Dawa, but let people know that his father was in charge, at that time, of the head office of the railway company. He is undoubtedly Djiboutian!
How many of our fellow citizens were born in "Nouméa" or anywhere else... while their fathers were working as soldiers at these respective places?
As accustomed, when someone is living in another country for a certain mission that takes long time, he is more likely in position to take his family with him, so as to live decently.

A man likes his wife to be just clever enough to appreciate his cleverness, and just stupid enough to admire it.
