The individuals, employees of the subcontractors of Camp Lemonier, their families and concerned citizens of this nation that have endorsed this open letter have done so Because they are deeply concerned about rapidly deteriorating moral situation of the employees, this could Endanger the security of our nations and foreign nationals.
As we all know there is a cultural sensitivity about keeping the tribal scale, In which the American military keeps the record, the Camp Lemonier employees staged a strike specifically about this issue changed hands when subcontractors do the employees feel secure, for instance there are new subcontractors like Lorraine security that specifically come up with a touch tricky for their employees when they took over with the following clauses;

1 - all the employees are considered as new employees with the probationary period, in this case it is managed upside down who should be in the probationary period the new subcontractor or the employees that have been working in the camp for many years?

2 - Compulsory transfer to another site Which means systematic eliminations from the better paying job of the Camp Lemonier Obviously the employees of such condition have valid reason to be nervous when they are working under this condition, Thus they do not have an ability to concentrate their work. Favoritism in tribal kicks Which is already in full swing.

So far the employees that get fired And those who have replaced them is proof of tribalism in its worst form. All subcontractors including Lorraine are always in rush to fire as many employees that they can get away before the three-month dead line according to their contract. There is no save guard mechanism or procedure that protects the employee from subcontractors. The subcontractors do not last long But the employees are here for good. If the balance of the work force is dramatically altered, it could create animosity toward the authorities of various levels. Now while Djiboutian Eliminating each other are the EAP defense contractors recruiting more Filipinos and other foreign national Thus the U.S. not segregating them selves from the Majority of the native population to also creating tension between various ethnic communities and eventually between themselves and wider society of Djibouti If The trend continues this way

Lately the whole affair took a strange twist the Official Government Mediator known as a Beer Dilaac'shee Dankali and Mr. Omer (son of the president is Lebanon actual owner) the owner of an employment agency held a side meeting with all employees of the train Lorraine security, the meeting took place in People's Palace, after listing the complaint of poor Omar Dankali both employees and the Government Official Mediator told them that they will address the issue to the highest office of land to the president himself, it was instructed that the meeting should remain confidential and they will hear from the mediator soon the outcome, that was couple of months ago. Not only the promise was also broken to Omar himself Dankali Placed a tender for the same contract to replace the ill-faded Lorraine, shame on him if he wins that U.S. military contract and not putting the train all employees back to work before the EAP Filipino side to replace contractors have the PAE U.S. defense contractors normally do.

The basic right of Lorraine train employees and their families are violated, they exhausted every legal avenue available to them, from the minister of Labor, arbitration board and finally the never-ending ongoing court case, It seems the contract of Lorraine Security is up for renewal and they may not be able to pay them Once they lost that U.S. military contract in near future, the court may delay Deliberately this case so that if the same court rules in favor of poor training of employees Lorraine Security it will be too little too late, the court itself will not be able to Recoup any money they can simply declare bankruptcy and get away with it.

The core or the source of these problems, are the ways that contracts are awarded, without any consideration to the employees oz hand the change occurs from various subcontractors, without properly checking their background, Whether they have moral responsibility or have another motive than managing their employees professionally. The employees of the Camp Lemonier already staged a strike about this situation late last year and if the matter is not given a considerable attention that it deserves, it could spark tribal war that could get out of control, it could also easily Endanger the Stability of Thus the country lay responsibility squarely on the respective authorities, this might become a self-fulfilling prophecy of U.S. foreign policy Shame on YOU if the slaughter goes on unchecked, and follows the onslaught of Djib SAT staff, Port Security employees, RTD, and many more that were already ghettoized.

The on-going-court case of poor La Lorrain employee have been adjourned for next year 06/01/2010 judiciary system has no apatite for this case what tell you the system there is not working for the majority , it only serves the elite and minority only, that is really a bad sign the country is heading for the wrong direction The court case for the let go poor employees is pending, it is now almost a year while the court speed up it procedure if the complainant or the plaintiff is Somlilander origin jus like Nimo Djama, the day that alleged crime happened the court case of La Lorrain was on process in another word it was pending as we know today Nimo Djama was sentenced to jail and now released that was swift or marathon trail compared to any other cases where the plaintiff is native Djiboutian. Ali Maraykan has been charged outside the camp Lemonier for the breaking one of the employee locker or desk drawer inside the camp the, US military authority fail to prosecute him for the alleged crime committed inside their jurisdiction and the Djiboutian authority fail to persue the complainant case, it couldn't make it to the court although Ali admitted in the initial investigation that he did break the desk drawer of his employee. Well the victim were never compensated or given an apology at least by either authorities in charge. again the victim is the majority Djiboutian that is another prove that the system is only working for minority and elite, Nima Djama is another example she has convicted in a marathon trial just because the complainant in a minority and allied with powerfut elite rulers of Djibouti.

The story of The Lorrain Security again took strange twist for the worst, as they say If two thieves rob a bank they always end up fighting who get what, in this case the co-owner or the broker contract owner Houssien (ISSAC tribe) and the company owner or sub-contractor Salaaban (SAMAROON tribe) had a bitter fight over many things, they are going to the court to settle their affairs. Meanwhile the court case of The Lorrain employees the verdict was handed down in Favor the employees by the court of low to the biggest question remains who can enforce the law when it come to the elite minority government has no ability to enforce the law-of - the-land as recent history or government behavior tells us, is it going be just formality verdict? we will be posting any farther development on this strenge case with too much intervention of gevernment

Ali Maraykan was fired from US military camp, but what happen to the crime that he committed inside the US military camp, inside the camp is US government military jurisdiction , we real want to know if the US doesn't persue any charge for the federal property damage by Ali Maraykan, what about the victim of crime, why the US doesn't value human right of the host nation ? does anybody know to persue the US negligence of the victim under its jurisdiction? the victim try to lay a charge through Djiboutian government but GN Prigate Ambuli questioned Ali Maraykan about the alleged crime in which he admitted readily to the interrogating officers but the case failed to make to the court by the intervention of senior Djiboutian authority, for the victim justice delayed is just denied.

The court case of La lorrain employees has been conducted in a bazar manner , although it was started as class-action lawsuit.,it's slowly and deliberately divided-up into small groups and individual cases , this perhaps to avoid publicity on the case before the court-of-law, and surprisingly at the same time the plaintiff lawyer show no contest at the all cases brought in front of the court, thus it was ruled in favour of the poor employees, just a simple verdict only without proper compensation isn't enough isn't it? its slap on the face of the victim and their families, this a sign of utter failure of the same institution that suppose to defend the poor and powerless native Djiboutian, If the government of day don't enforce it own decisions as it's should and the plaintiff are forced to take up the matter into their own hands, the responsibility lies squarely on the shoulder of IOG since making is centralized also the US has to share blame for incitement and the tension between various communities by not properly enforcing the law of the host nation regardless of the host nation failure to up hold the law.

Again La Lorrain saga took another strange twist, Mr. Borreh's looted asset exactly one year ago,it haven't been agreed upon who gets what.The mafia Mahamed Djama and Hassan Madoobe were in charge of the mission of dismantling and redistribution the of Borreh group of companies, apparently the share that was given to the Brother of Mr Delieta the prime minister was not delivered accordingly and Ali Marykan kept the vehicle in question and somehow managed to hide in Comp Lamonier from the authority initially untill the dust settled, he also somehow managed to falsify the registration or ownership in the vehicle white Toyota Landcruiser Yesterday the Feb. 9th Ali-Maraykan was arrested for the alleged crime that he falsified illegally official documents and kept what was Mr. Borreh's properties, This is a classical leadership in absentia isn't it?

Meanwhile, the owners of La Lorrain Salaiman and Houssien are suing each other the, court case is going on. The poor employees of La Lorrain remains in dilamma , they haven't been paid this month over the payroll account management.that is related to the dispute. On the other hand the employees of La lorrain that Ali,his brother and their associate Saleban were illegally fired court case going on, some of employee already won the case, but question remains who is going to compensate the poor employees, the court doesn't have means to enforce its ruling when it comes minorities that are unfortunately above the law.

The whole affair could have averted if the US military respect whatever little law that exists, unfortunately the US exacerbated the situation by illegally awarding contracts to the companies like La Lorraine which however don't have security agreement from Waraabe Karaaye the poppet Interior Minister, this mess in part created and responsible by the US , I think they have a moral duty and obligation to follow-up the case, firing the crooked Ali from the US camp is not enough and the problem is going to go way just like that, if the prime minster's brother used his influence to get Ali arrested and claim his shape of looted asset. who is going to help sorted out the former poor employees of La Lorrain its more than a year now they haven't received a dime but they to pay the court procedural coast from their own pocket, If Ali could falsify Official documents of the government, hecould be capable of breaking into his employees drawers in the camp Lemonier and steel personal documents why the US is not doing anything about the case reported twice to the concerned authority personally by the victim, even as I reported earlier on other posting, the victim reporter the crime that had happened in camp to the Djiboutian authority off the camp but the case failed to make it to the court some how the government's top official didn't want the case to proceed the case.

Its about 120 employees of La Lorraine Security currently in the US camp Lemonier, they have been paid on the 10th instead 1st of Feb,2010. 10 days without pay and coming to work not knowing whether you're going to get paid or not, Its going to effect the moral of the employees thus however puts the security of the US camp at risk, I wonder how the US authority keep their eyes close from such irresponsible behaviour of La Lorraine when their security is at risk. One would ask why the US authority have tolerating too many reckless errors of La Lorraine Security subcontractors?.
